I'm using openSUSE 13.1 64-bit, and I've always had a problem with Steam's notifications under KDE. The notifications appear on top of (i.e. blocking the view of) my system tray. It has always been this way for me, since the early days of Steam for Linux. However, after a clean (updated, then a few extra programs installed, no major changes) install recently (got a SSD), the notifications worked as they were supposed to. Sitting above the system tray. Not on top of the panel, blocking the view/clicks to the system tray. It was really nice, because before I dealt with it by creating a custom Steam skin that just moved the notifications to the top right corner. However, after another clean install (I decided I had enough room for openSUSE and Windows 8 on the SSD, and just decided to install again since I hadn't spent any real time customizing or changing anything), the notifications are back to their old place. It's incredibly irritating, especially now that I know it's not a Steam thing. I had always assumed it was just Steam, and it would need to be updated to fix it. Has anyone else encountered this, or know how to fix it? I can't think of anything I did differently between the two installations, and searching through Steam's forums and GitHub has gotten me nowhere.
