Bugzilla is up, but not fully functional

The bugzilla was down for most of the day, upgrading to a new version. (I know this only from seeing reports).

It is now up. But when I tried to file a new bug report, it was far from clear what to do. It looks to me as if it is not yet ready for prime time. Some of the links (including "HELP") are broken.

I guess I'll try again tomorrow.
