Virtual Disk with XP

I tried to install XP in a virtual disk.

It needs an bootable iso.

I have disk images but they are Windows based.

Is there a program that can convert a disk image to an .iso ?

The disk images contain two operating systems and it's size is 32 Gb which won't fit on a DVD.

I think just a "Windows" image may fit on a DVD.
